3. Escrow Setup and Refinery POA

   • Buyer deposits funds into an escrow account managed by a U.S. Law Firm for secure handling.
   • The state-owned refinery provides a Power of Attorney (POA) confirming the allocation and sale of the product.

4. Confirm and Verify

   • Buyer verifies the refinery POA and documentation.
